While playing Whiteout Survival, every player always wonders if they can move to the other states or teleport to other states. As exciting as it sounds, it is usually not possible to teleport to other states in normal circumstances. We teleport to the rival state during the state of power event and plunder the cities or get kills for higher ranking. Recently, Whiteout Survival announced that they are introducing a new feature, State transfer, to allow the players to move to another state. Read the complete details below.

In Whiteout Survival, players can move their city to a new state through the State Transfer event. It involves three steps:

  • first, the state president sets rules on who can join;
  • next, special invites are sent to select players;
  • finally, it opens up to all qualifying players. This move is permanent, so choosing wisely is key.

State Transfer Requirements

I know it is exciting to explore new states and make new friends, but it is not that simple, and there are many requirements for state transfer.

NOTE: As you grow stronger the price (Resources) you need for state transfer increases as well.

Hero Generation

Your current state and the other state where you want to move your city must share the same hero generation, ensuring compatibility and balance in gameplay dynamics. (this might change in the latest updates; please keep an eye on the latest updates about Whiteout Survival)

In Whiteout Survival, there are a total of seven generations of heroes (Currently), each unlocking as the game server ages. This tiered system introduces new heroes over time, expanding the strategic options available to players. Every new generation hero will be more powerful than the previous hero.

Power Cap

Each state sets a power cap that players must meet or fall under to be eligible for transfer. This cap prevents overly powerful players from dominating the new state without restrictions.

I personally like this one, and many players will also agree nobody wants a 500 MIL whale in a state where the most powerful player is 200 MIL.

Special Invitation

If you exceed the power cap, you’re not out of luck. Each state president has three special invites per month to bring high-power players into their fold, offering a pathway for influential players to switch states.

It means if the powerful player is friendly and loyal, it will be a huge power boost for the state, and many players will be motivated to become powerful to catch up with the whale.

State Transfer Limit

States have a cap on the number of transfers they can accept, ensuring that migrations don’t overwhelm the target state’s resources or community balance. If everybody starts moving freely, it will destroy the game for sure.

Transfer Passes” Requirement

Transfer Pass is the most important item that allows state transfer. Depending on a variety of factors, including state ratings and player stats, you’ll need a certain number of these passes to complete your transfer. The required amount might be different.

Where To Get The Transfer Pass?

You can get these transfer passes in the Alliance shop or buy them in the regular pack shop. I recommend frequently buying from Alliance shop to gather as much as possible.

State Transfer Phases Explained

State transfer consists of three phases, which benefit 3 types of players: powerful, very powerful, and active players.

Phase One: Setting the Power Cap (3 Days)

In the first part of the State Transfer event, the president of the state decides on a power limit. This means they choose how strong players should be to join their state.

It also makes sure that newbies or weaker inactive players don’t join the state; of course, nobody wants inactive players in their state.

Phase Two: Invitation to Transfer (2 Days)

The president sends an invitation to players they see fit for their state and can benefit them strategically. If you are a strong player, you will be getting invitations every month; if you are considering moving, then you should consider the pros and cons of moving to another state.

Phase Three: Open for All (2 Days)

Finally, the doors open wider, and any player who matches the state’s requirements can move in. It’s the main event where everyone fitting the criteria can join other states, making the state lively with new members.

This step-by-step process ensures that state transfers are smooth and that each new arrival is a good match for their new state, keeping the game fun and competitive for everyone.

The President’s Pivotal Role

The state president plays a crucial role in shaping the event’s outcome through several key responsibilities:

Power Cap Setting

In Whiteout Survival’s State Transfer event, the role of a president is crucial, especially when it comes to setting power caps. These caps are essentially the rules that decide who can or can’t move into their state based on the strength of their characters.

Think of it as the president drawing a line in the sand, saying, “You need to be this strong to join our state.” This makes sure that new arrivals don’t upset the balance of power.

It’s a balancing act—set the cap too low, and you miss out on strong allies; too high, and you risk overpowering your state with too many high-level players. This process ensures that every player moving in fits just right, keeping the competition fair and fun for everyone involved.

I wouldn’t like that state president to invite powerful bullies into our state and destroy the peace of mind. I think this feature is very important, and it also adds more value to the President’s Role.

In the game Whiteout Survival, the leader of each state called the president, has a special job. They can choose very strong players every month and invite them to join their state.

This is important because it helps make the state stronger by adding powerful players. This is fun and very important for strategic purposes.

Why State Transfer Is Important?

State transfer in Whiteout Survival is important for several reasons:

Many players, including myself, like to be competitive if we are in an alliance that is not active and has easy-going members; our first thought is to leave, and this is an important advantage that state transfer offers.

Transferring states can balance the competition by matching players with others of similar skill levels and resources, making gameplay fairer and more enjoyable. Some states are just very unlucky sometimes; they don’t get active players, or a weird coincidence occurs, and the majority of players are inactive.

New Faces

Moving to a new state can introduce new people, keeping the game fresh and engaging for players looking for new experiences and friendships.

Avoiding Negative Environments

For those in less-than-ideal situations, such as toxic community aspects, state transfer provides an escape to a more positive environment.

This one is very important; in my state, all the states had to team up against one alliance, and they demolished one alliance. I am not sure which one was right, but these situations can be avoided with state transfer.

Leadership Opportunities

For experienced players, transferring to a new state might open up leadership roles or greater influence within the game’s community. If you’re powerful and experienced, you are automatically given leadership roles; if you like that type of gameplay, then state transfer is good for you.

Should We Use State Transfer?

I can’t say much about this because it depends on the individual situation and gameplay they want. To help you make a better decision, I have written some benefits and possible disadvantages of state transfer. Please read them carefully and make your own judgment.

Benefits of State transfer

  1. New Opportunities: Moving to a new state can improve your gameplay experience, offering a fresh start in a different state and the chance to strategize differently.
  2. Alliance Strengthening: It allows players to join forces with friends or more active alliances, potentially improving their gameplay experience and event success. Because active members are more powerful than a whale, you are probably aware of that if you are an advanced player.
  3. Competitive Edge: For high-level players, moving to a newer state can give them a leadership role and a competitive edge in events and battles.

Disadvantages of State transfer

  1. Permanent Decision: Once you transfer, you cannot go back to your old state, making it a significant and irreversible decision.
  2. Adjustment Period: Adapting to a new state’s dynamics, politics, and alliance structures can be challenging and time-consuming.
  3. Resource Investment: Gathering the required Transfer Passes for the move can be resource-intensive, requiring careful planning and possibly in-game purchases.
  4. Risk of Isolation: Without prior connections or an alliance in the new state, players might find themselves isolated or targeted by established groups.

The decision to transfer states should be made carefully, weighing these pros and cons against your personal gameplay goals and preferences. It’s a strategic choice that can significantly impact your experience in Whiteout Survival.

Is State Transfer Permanent?

Yes, making a move to a new state is a permanent decision. Once you’ve transferred, you become a part of your new state’s ecosystem, with no immediate option to return or switch again. This permanency underscores the importance of careful planning and consideration before making your move.

Preparing for the State Transfer Event

To ensure a smooth transition, players should start collecting Transfer Passes well in advance. These passes are available in the in-game shop under the “Regular Pack” section, labelled “Transfer Pass Pack.” The ability to purchase up to 85 Transfer Passes each month can allow you the flexibility to move to the desired state and make a better decision.
