We teleport to the rival state during the state of power event and plunder the cities or get kills for higher ranking. State Transfer Requirements
I know it is exciting to explore new states and make new friends, but it is not that simple, and there are many requirements for state transfer.
NOTE: As you grow stronger the price (Resources) you need for state transfer increases as well.
Hero Generation
Your current state and the other state where you want to move your city must share the same hero generation, ensuring compatibility and balance in gameplay dynamics. (this might change in the latest updates; please keep an eye on the latest updates about Whiteout Survival)
In Whiteout Survival, there are a total of seven generations of heroes (Currently), each unlocking as the game server ages. This tiered system introduces new heroes over time, expanding the strategic options available to players. Every new generation hero will be more powerful than the previous hero.
Power Cap
Each state sets a power cap that players must meet or fall under to be eligible for transfer. This cap prevents overly powerful players from dominating the new state without restrictions.
I personally like this one, and many players will also agree nobody wants a 500 MIL whale in a state where the most powerful player is 200 MIL.
Special Invitation
If you exceed the power cap, you’re not out of luck. Each state president has three special invites per month to bring high-power players into their fold, offering a pathway for influential players to switch states.
It means if the powerful player is friendly and loyal, it will be a huge power boost for the state, and many players will be motivated to become powerful to catch up with the whale.
State Transfer Limit
States have a cap on the number of transfers they can accept, ensuring that migrations don’t overwhelm the target state’s resources or community balance. If everybody starts moving freely, it will destroy the game for sure.
“Transfer Passes” Requirement
Transfer Pass is the most important item that allows state transfer. Depending on a variety of factors, including state ratings and player stats, you’ll need a certain number of these passes to complete your transfer. The required amount might be different.
Where To Get The Transfer Pass?
You can get these transfer passes in the Alliance shop or buy them in the regular pack shop. I recommend frequently buying from Alliance shop to gather as much as possible.
State Transfer Phases Explained
State transfer consists of three phases, which benefit 3 types of players: powerful, very powerful, and active players.
Phase One: Setting the Power Cap (3 Days)
In the first part of the State Transfer event, the president of the state decides on a power limit. This means they choose how strong players should be to join their state.
It also makes sure that newbies or weaker inactive players don’t join the state; of course, nobody wants inactive players in their state.
Phase Two: Invitation to Transfer (2 Days)
The president sends an invitation to players they see fit for their state and can benefit them strategically. If you are a strong player, you will be getting invitations every month; if you are considering moving, then you should consider the pros and cons of moving to another state.
Phase Three: Open for All (2 Days)
Finally, the doors open wider, and any player who matches the state’s requirements can move in. It’s the main event where everyone fitting the criteria can join other states, making the state lively with new members.
This step-by-step process ensures that state transfers are smooth and that each new arrival is a good match for their new state, keeping the game fun and competitive for everyone.
The President’s Pivotal Role

Power Cap Setting

This one is very important; in my state, all the states had to team up against one alliance, and they demolished one alliance. I am not sure which one was right, but these situations can be avoided with state transfer.

For experienced players, transferring to a new state might open up leadership roles or greater influence within the game’s community. If you’re powerful and experienced, you are automatically given leadership roles; if you like that type of gameplay, then state transfer is good for you.
